July 2007 – Massa-Carrara is one of the provinces of Tuscany that is awarded financial contribution from the EU  under the Objective 3 “European Territorial Cooperation” programme for 2007-2013.
                      
The general strategic objective of the Programme of Cross-border Co-operation Italy-France Marittimo is the improvement and outline of cooperation between the two border areas as far as accessibility, innovation and enhancement of natural and cultural assets are concerned, in order to increase competitiveness in the Mediterranean area, South Europe and, more in general,  worldwide, and to strengthen territory cohesion and promote employment and sustainable development.
 
The Programme is based on the following 4 priorities (axes):
 
Axis 1 – Accessibility and communication networks
Improve access to material and non-material networks and transport services
 
Axis 2 – Innovation and competitiveness
Development of  small and medium-sized enterprises doing cross-border business in sectors such as industry, agriculture,  handicraft, tourism and trade with the purpose of increasing competitiveness in a larger Mediterranean area and in Europe.
 
Axis 3 - Natural and cultural assets
Encourage and improve joint protection, management and enhancement of  the natural and cultural heritage and prevention of  natural and technological risks.
 
Axis 4 – Assets and services integration
Develop cooperation and networks in order to improve access to public utilities, in particular in sectors such as health, culture, tourism , quality of life end education in order to implement territorial cohesion.
 
A fifth axis consists of transversal “Technical support”  to provide  high quality assets put at disposal according to cross-border  O.P and  allowing a larger number of partners to participate in order to achieve the objectives of the Co-operation Programme.

Objective 3 is enforced by the General Provisions of  the Structural Funds Regulation No.1083/2006 and FESR Regulation No. 1080/2006
